Summary

Job Description

An opportunity currently exists for an Operations Manager within BHE Canada with primary focus on the safe and reliable operation of the Montana Alberta Tie Line (MATL) transmission system. This includes technical, regulatory, safety, and compliance requirements to standards in Canada and the United States.

This role will require close contact and coordination with the Alberta Electric System Operator (AESO), and Northwestern Energy (NWE) as well as regulators and other governmental agencies. Work will include collaborations with BHE affiliates including BHE U.S. Transmission, BHE Montana, and AltaLink to ensure the line is operating safely, cost effectively, and while meeting all regulatory and compliance requirements. The quality, accuracy and appropriate detail of work produced under the responsibility of this position will significantly impact financial results and reputation of the Company.

Reporting to BHE Canada’s Director of Operations, key accountabilities include:

Key Responsibilities

  • Primary operational contact for the Montana Alberta Tie Line (MATL) with MATL’s control centers, maintenance contractors, vendors, and other service providers. This includes response to control center calls at all hours due to planned or unplanned MATL outages or anomalous events impacting capacity. Determine required operational steps to restore the MATL system, along with notifying customers, as appropriate, of real-time decisions;
  • Adherence to Alberta Reliability Standards and NERC compliance requirements, consisting of leading audits with the AESO and WECC staff, management of MATL operational policies and procedures (OPPs), aligning requirements with operations, and key physical and cyber security planning;
  • Contract management, including identifying and forming new service agreements as required for the successful operation of MATL;
  • Maintain a fulsome maintenance program for the MATL system, including (but not limited to) working with engineering services to ensure adequacy and availability of spare parts, supporting and reviewing operational budgets, managing monthly substation inspections, and working with contractors to complete annual deficiency reports for all assets.
  • Maintain compliance to the company’s health, safety, and environmental requirements. Perform quarterly on-site audits of contractor maintenance activity to ensure safe and reliable work conditions to include, ROW inspections and environmental maintenance.
  • Complete leadership observations and identify hazards;
  • Work with external land agents to confirm landowner notification during maintenance activity, monitoring of land payments, verifying annual weed control, and other land activity issues that arise;
  • Review applications for encroachments, high load moves and crossings and issue agreements with conditions in alignment with Canada Energy Regulator regulations and relevant safety codes;
  • Represent MATL and BHE-Canada at external stakeholder meetings including Joint Operator Control Meetings, customer meetings, contractor, WECC, Reliability Coordinator and consultant meetings.

Qualifications

  • Bachelor’s Degree in Engineering, or diploma in Electrical Engineering Technology;
  • Professional Engineer registered with the Association of Professional Engineers and Geoscientists of Alberta (APEGA), or Certified Engineering Technologist with the Association of Science and Engineering Technology Professionals of Alberta;
  • Minimum of 5 years of relevant experience;
  • Proven ability/experience in the above noted responsibilities;
  • Understanding of electric transmission system operation, maintenance, performance, power equipment and substation design;
  • Familiarity with Critical Infrastructure Protection (CIP) rules and Reliability Standards compliance is an asset;
  • Familiarity with high-voltage, direct-current (HVDC) assets, logic, and controls is an asset;
  • Demonstrated ability to effectively manage costs/risks and benefits across projects and day-to-day operations.
  • Strong verbal and written (reporting, graphical) communication skills with ability to work in a team environment and positively influence others;
  • Demonstrated skills in negotiation, conflict management, and communication of complex concepts;
  • Comfortable working in a dynamic changing environment with multiple, occasionally conflicting, priorities;
  • Understanding of the Alberta electricity market and AESO Tariff is an asset;
  • A commitment to safety;
  • Excellent organizational skills and ability to manage a wide variety of issues on multiple projects simultaneously; and
  • Proven track record of good attendance and performance.
