Sale of existing southbound capacity – Notice of open solicitation 

MATL LLP (“MATL”) anticipates that starting on or about October 15, 2023, MATL will commence an open solicitation process for existing southbound capacity on the MATL Line (“Line”). MATL plans to allocate the remainder of the Line’s existing southbound capacity in 20MW increments to customers through an open and transparent solicitation and capacity allocation process. MATL is marketing the Line’s existing southbound capacity for terms of more than one year, up to five years. The term of this service will commence no earlier than January 1, 2025. This process will be conducted pursuant to the FERC Policy Statement issued on January 17, 2013, Allocation of Capacity on New Merchant transmission Projects and New Cost-Based, Participant-Funded Transmission Projects, 142 FERC 61, 038. MATL reserves the right to conduct subsequent open solicitation processes for the MATL Line in the future.

Registered participants that satisfy the selection criteria will then be ranked according to ranking criteria for purposes of phasing negotiations, which ranking criteria include: (1) indicative annual pricing terms; (2) desired capacity amount; (3) desired term length with a maximum of 5 years; (4) willingness to accept pro forma commercial terms; and (5) creditworthiness. MATL may then undertake phased negotiations with participants over a period of thirty (30) days or greater in November 2023 in the ranked order.

Interested parties should complete the Open Solicitation registration form available at https://www.oasis.oati.com/matl/ and must become an Eligible Customer of MATL in order to become a registered participant in the open solicitation process.
